Mr. Bartlett called the Regular Meeting of the Board of Education to order at 6:30 p.m. in the Board Room of the District Office and via Zoom.

Red Ram Recognition

Dr. Archer recognized all parents and/or caregivers during the month of July.  She said she appreciated parents and/or caregivers working hard to keep children engaged during the long haul of July.

Dr. Archer also recognized the custodial staff working hard in the district to clean, polish and get ready for the new school year.  She said the custodial staff is appreciated very much.

Dr. Archer disclosed that she had a family member on the list of personnel recommendations and would like to vote if there were no objections.  There were no objections.

Mr. Baxter asked whether our substitute rates of pay were competitive.  Mr. Bartlett indicated that we are in competitive range with other schools our size.

    Approve Code of Conduct

    Mr. Franz stated that we received one comment from a stakeholder asking about cannabis, given a change in laws, and he directed them to a portion of the code of conduct where cannabis and other drugs are listed to clarify. 

    Mr. Franz said that regarding the use of cellphones, language was included which aligns to the Governor’s language, and anything we would adopt locally.    

    He said we have an AI policy which was adopted last year based on Erie 1 recommendation, and that we included language aligned to that policy.

    Mr. Ghanim asked what steps are being taken to enforce the cellphone ban.  Mr. Franz responded that this pertains only to the Code of Conduct and the forthcoming policy will be discussed among the Board, together with information from the Board Retreat, Public Forum and the ThoughtExchange.

    Dr. Woodcock said it is the number one task on her list. She said it will be brought to the Policy Committee, where members of the Board will come together and read the sample policy that
    Erie 1 BOCES provides to us.  Dr. Woodcock said it will be brought to the Administrators’ Retreat next week where it will be discussed, and then a policy will be adopted and lastly procedure will be created at the school level.

    Mr. Baxter moved, and Mr. Zoghby seconded the approval of the Code of Conduct.

    Approve Resolution

    Mrs. Cortese moved, and Mr. Babikian seconded the approval of the following resolution:

    BE IT RESOLVED that the Board of Education of the Jamesville-DeWitt Central School District hereby ratifies two agreements with a parent of students with disabilities identified in executive session.

    Potential Consideration for Future Meetings

    The following topics were suggested for future consideration:

      • Cellphones
      • Jon Fishman – possible induction into Hall of Fame
      • Enrollment
      • Weapons Detection Systems
      • Enrollment at the UPK level at offsite locations (transportation and meals support)
      • Cell tower update
      • Southwood Property update
      • Equity Council and planning 

    Mr. Ghanim asked for information on the weapons detection systems and Mr. Bartlett gave a brief overview of what steps have been taken to date.   Mr. Ghanim suggested that when looking into the systems, it is taken into consideration of how long students will have to wait in line and that it moves efficiently so as not to disturb the school day. 

    Dr. Archer acknowledged several people who joined the Zoom meeting with their hands up. She directed anyone with something to say or contribute, to follow the link on the website and sign up for community comment time.   

    Superintendent’s Report: Dr. Woodcock

    Dr. Woodcock started her report with an update on her first couple of weeks.  She said she has been given a warm welcome and that her goal right now is to build relationships and listen.  Dr. Woodcock said she has been meeting with as many people as she can and will continue to do so throughout the summer.  Dr. Woodcock said Sarah Germain is helping her plan a couple of “Get to Know You” events and is welcoming anyone interested, to attend.  She said she will send out a one-on-one invitation to the Board, as she looks forward to getting to know them.  Dr. Woodcock said she will start sending out a weekly update to the Board on Fridays.  The update will include enrollment reports as well as what has taken place during the week.

    Dr. Woodcock reported that she will need to put the Policy Committee together for a meeting rather quickly as there are two policies that need to be put into place.  The two policies are the cell phone policy and the maximum temperature policy.

    Dr. Woodcock provided an update on the Verizon cell tower and said she has been invited to the July 21 Town of DeWitt Planning Meeting. The Town will be making a recommendation to the Zoning Board of Appeals to obtain a permit for the cellphone tower.  She thanked Mr. Bartlett for setting up support with our vendors, and contractors as well as Verizon, so that she can have the background that she needs.

    Dr. Woodcock invited Dr. Lei to an orientation for new board members, and also Mr. Ghanim to orientation for the student board member.  She will send out those invitations.  

    Board President’s Report: Dr. Archer

    Dr. Archer officially welcomed Superintendent Dr. Woodcock.  She said we are very excited to have her at Jamesville-DeWitt and is looking forward to working together.  

    Dr. Archer shared a thank you note from Lucas Chiorini, who was the student recipient of the leadership service award from the Board of Education this past school year.  

    Dr. Archer welcomed Dr. Lei and Mr. Ghanim and offered them support and said they can reach out anytime.

    At approximately 7:40 p.m. the Zoom was shut down for a brief time.  Mr. Franz announced that activity that does not align with the values and goals of Jamesville-DeWitt will not be tolerated.

    Student Board Member Report: Mr. Ghanim

    Mr. Ghanim said he does not have a report from the student body.  He said he feels welcomed and thanked everyone for their sincere hospitality.  He welcomed Dr. Woodcock and said he was very excited about working with her.

    Community Comment Time #2

    Dr. Archer announced that during community comment time, we need to be sure we are following protocols and expectations, not mentioning individual names, keeping in line with board policies and procedures, and professionalism when making comments.

    Mr. Bartlett indicated that there are two submissions for comments by Mr. James Facer regarding the NYSMEC Electricity resolution.  

    Mr. Franz attempted to unmute Mr. Facer, without success.  Dr. Archer encouraged Mr. Facer to email his comments to her directly at sarcher @jd.cnyric.org.

     Unfinished and Continuing Business

    Dr. Archer stated that during the reorganization time for the Board, we also reorganize our committees.  She said she will send an email asking for Board members’ preferences for committees and is hoping to get them established by the end of the week.
